Yilan Shen joined Augenblick, Palaich and Associates Consulting in 2013. At APA, Shen has focused on teacher effectiveness issues, program research and evaluations and school finance. Shen began her career in the public sector by serving the counties of Colorado and learning local government issues working at Colorado Counties Inc. Shen turned to education policy at the National Conference of State Legislatures, where she worked on a multitude of issues such as school choice, standards, school safety, and completed research on charter schools, state academic standards and education reform topics. Before joining APA, Shen completed a fellowship at the Donnell-Kay Foundation of Colorado. Shen also previously interned at the Colorado State Legislature, served on the Colorado State Review Panel and taught at the School of Public Affairs at the University of Colorado Denver. Shen holds a master’s degree in public administration from the University of Colorado Denver and a bachelor’s degree in psychology from the University of Kansas. Shen is the product of Chinese and American education systems, so she has plenty to say about both.
