Steve Hurlburt, a senior researcher at American Institutes for Research, has served as deputy director of the Delta Cost Project since 2012 and has contributed to the project since its inception in 2007. Hurlburt is co-author of the Trends in College Spending report series and has presented on higher education finance to several audiences, including institutional researchers, journalists and congressional staff members. Hurlburt is currently developing a budget guide for community college leaders on activity-based costing as part of a Bill & Melinda Gates Foundation grant. In addition, he contributed to a report for Strong American Schools, examining the costs of providing developmental education in higher education.
