Steve Boilard is the executive director of the Center for California Studies at Sacramento State. The Center administers the prestigious Capital Fellows Programs and generally works to strengthen democratic governance in California. He also teaches graduate courses in public budgeting and finance at Sacramento State. Prior to assuming leadership at the Center for California Studies, Boilard spent 15 years at the California Legislative Analyst’s Office, where he directed the office’s research and analysis concerning higher education. He holds a doctorate in political science from the University of California, Santa Barbara, and a master’s degree in government from Sacramento State.
