Simon Workman is the associate director of Early Childhood Policy at American Progress. His work focuses on elevating the need for high-quality, affordable early childhood programs and identifying policy solutions that improve program quality and increase access and public investment. He also leads the team’s state child care policy work, providing state legislators, advocates, and administrators with technical assistance, research, and testimony on early childhood policy. A national expert on early childhood finance, Simon developed a 50-state interactive to help understand the cost of high-quality child care and why it costs so much (available at www.costofchildcare.org), as well as co-developed the Provider Cost of Quality Calculator (www.ecequalitycalculator.org) for the U.S. Office of Child Care, which estimates the provider-level cost of operating a high-quality program.
