Paul Lingenfelter is president emeritus of the State Higher Education Executive Officers Association. Under his leadership, SHEEO organized the National Commission on Accountability in Higher Education; created the annual study State Higher Education Finance; published “More Student Success: A Systemic Solution”; and substantially expanded SHEEO collaborations with the Council of Chief State School Officers. He previously served at the MacArthur Foundation, where he was appointed vice president to establish and lead the Program on Human and Community Development. He has a bachelor’s degree from Wheaton College, a master’s from Michigan State University and a doctorate from the University of Michigan in higher education with an emphasis in public policy. He authored “’Proof,’ Policy, and Practice: Understanding the Role of Evidence in Improving Education,” and serves or has served on the boards of the National Student Clearinghouse, PARCC Inc., the National Survey of Student Engagement, and the National Council on State Authorization Reciprocity Agreements in distance education. He is currently writing for OECD on the governance and finance of higher education in Kazakhstan.
