Matthew Hartley is an expert on academic governance, civic engagement and the democratic purposes of higher education. A professor of education at the University of Pennsylvania’s Graduate School of Education, Hartley is currently examining how academic leaders in Kazakhstan are responding to education reforms aimed at promoting greater institutional autonomy and shared governance. He has also worked with the Council of Europe in Strasburg, France, exploring partnerships between universities, schools and civil society organizations aimed at promoting education for democratic citizenship. Hartley serves as executive director of the Alliance for Higher Education and Democracy (AHEAD) at Penn GSE.
