Gary Phillips, a vice president and institute fellow at the American Institutes for Research, is recognized nationally and internationally for his expertise in large-scale assessments and complex surveys. He is the author of four major international benchmarking studies for AIR. Phillips served as the acting commissioner of the National Center for Education Statistics within the U.S. Department of Education from 1999 to 2002. Phillips has published hundreds of papers and is frequently asked to testify before committees of Congress and before various state legislative panels.
