Ellen Forte is the CEO and chief scientist at edCount LLC. Forte has served as the principal investigator for a number of state and federal assessment projects and specializes in designing and implementing strategies for validity evaluation. Forte serves on the technical advisory committees for ACT and the states of Louisiana, Montana, South Dakota, and Wyoming. She is on the editorial boards for Educational Measurement: Issues and Practice, Applied Measurement in Education, and the National Council on Measurement in Education newsletter. Forte co-authored The Administrator’s Guide to Federal Programs for English Learners and has also written a number of papers and monographs on state assessment and accountability systems.  Forte earned her doctorate in educational psychology from the University of Iowa. She has previously served as the Title I evaluator for the Connecticut State Department of Education, directed statewide assessment projects for testing vendors, and was the director of student assessment for Baltimore City Public Schools.
