Edward M. Elmendorf joined the American Association of State Colleges and Universities in 1988 and serves as senior vice president for government relations and policy analysis. In this capacity, he oversees the planning, developing and directing of AASCU’s federal and state government relations programs. Elmendorf was deputy assistant secretary for student financial assistance in the U. S. Department of Education from 1981 to 1982. He was then sworn in as assistant secretary for postsecondary education and served in that position until 1985. Before joining the Department of Education, Elmendorf was president of Johnson State College in Vermont for nearly eight years, serving as president of the Vermont Higher Education Council of Presidents from 1976 to 1977. Elmendorf received his bachelor’s degree in business administration from Hartwick College, his master’s degree in student personnel administration from Springfield College, and his doctorate in higher education administration from the University of Massachusetts Amherst. Elmendorf is also a certified association executive through the American Society of Association Executives.
