Arturo Pérez is the National Conference of State Legislatures’ fiscal affairs program director, where he specializes in state tax and expenditure policy. He has written and contributed to numerous fiscal articles and reports, including State Budget Actions, State Budget Update and Earmarking State Taxes. An NCSL staff member since 1990, Perez has bachelor’s degrees in history and political science from Texas A&M University. He also received a master’s degree from the Lyndon B. Johnson School of Public Affairs at The University of Texas at Austin.
