Allan Odden is principal partner with Picus Odden and Associates, a school finance consulting group that seeks to transform dollars into instruction that improves student learning. He is also co-director emeritus of Strategic Management of Human Capital in public education, a project of the Consortium for Policy Research in Education (CPRE). He also is professor emeritus of educational leadership and policy analysis at the University of Wisconsin-Madison and co-director emeritus of the Consortium for Policy Research in Education. He was professor of education policy and administration at the University of Southern California from 1984 to 1993. He is an international expert on the strategic management of human capital in education; education policy implementation; teacher compensation; teacher evaluation; education finance; school turnaround; effective resource allocation and use; resource reallocation; school-based management; and educational policy development and implementation. He received his doctorate from Columbia University, a master’s degree from Teachers College, and his bachelor’s in aerospace engineering from Brown University.
