Has anyone deciphered the methodology behind the Global Report Card? I want to do a blog item on these rankings, but I first want understand what I am looking at.
Here’s the technical report. I’m not following how they were able to compare schools across state and national lines.

We’ve moved this from a (popular) discussion on the Listserv. There were hints that EWA might be planning something to help us all learn more about what Holly’s done.
As more states ramp up efforts to improve data systems, there’s more opportunities for digging into that data to help inform stories.
I am interested in learning how you are using this data to find stories. Also, if you’ve had success getting the state to release student-level data how did you deal with FERPA concerns?
