Choice and Competition: Improving or Undermining Public Education?
Is there evidence that empowering all parents to choose among competing schools—district-run, charter, and private—leads to better outcomes for students? Will a critical mass of charter schools in a community be a catalyst for positive change or for school closings that leave students behind?
