Community Colleges, Seeking Profit Abroad, Face Pushback at Home

The Rancho Santiago Community College District teaches topics like drywall finishing, real-estate finance and infant development to 45,000 students at two schools in Orange County, Calif.

But Chancellor Raúl Rodríguez recently set his sights further afield, signing a deal potentially worth millions of dollars to help two vocational schools get off the ground in Saudi Arabia.

Instead of winning plaudits for creativity in finding an extra revenue stream, the school’s administration received heavy criticism from some people on its board and a lawsuit from the faculty trying to quash the deal.
