The EWA Board of Directors has announced it will shift from a traditional membership organization to an open community, embracing a wider net of people concerned about the quality of education information. State of Education Spending
In his State of the Union address, President Obama urged Congress to pass a bill that would revitalize the nation's community colleges and to make college more affordable by offering a $10,000 tax credit to families. In addition, Obama proposed a debt forgiveness program for people who have been repaying their college student loans for at least 20 years. Earlier this week it was announced that the U.S.Department of Education would get a 6.2 percent increase in its budget. Secretary Arne Duncan tells Politico.com that he is not worried about the president's plan to freeze discretionary spending because education is a central priority to the administration.

Race to the Top
The competition is heating up as 40 states and the District of
Columbia have submitted applications for Race to the Top funds. Many
states, including Arizona, Illinois, Kentucky, Louisiana Michigan,
Missouri, Florida and Ohio, have put their applications online and EWA has posted the live links at its Ed Money website.

Gender Equity
More men are enrolling in college and earning a bachelor's degree,
stabilizing a 30-year trend of young women outnumbering males on
campus, according to a report released by the American Council on
Education. However, ACE finds the gender gap among female and male
Hispanic students has not stabilized.

Tweens & Teens Heart Cell Phones
Teens and tweens are spending more time consuming electronic media,
according to a report released by the Kaiser Foundation. The report
finds that teens spend 53 hours a week texting, listening to music,
using social networking sites and playing video games.

Retaining First Year Students
A report released by Jobs for the Future and the Delta Project on Post Secondary Costs Productivity and Accountability examines the effectiveness of first-year
programs on college retention rates.

Flagship Universities Stray from Their Public Mission
The Education Trust finds as more low-income and minority students
turn to college, many top public universities are turning away from
them.

Stemming the Tide
A report released by the USC Rossier School of Education examines the
best practices for increasing the number of Latino students who
receive bachelor's degrees in science, technology, engineering
and mathematics (STEM). "Benchmarking the Success of Latina and
Latino Students in STEM to Achieve National Graduation Goals" is
the first in a series of reports.

A Lesson on High School Dropouts
The Advancement Project, a national civil rights organization, released
"Test, Punish, and Push Out: How Zero Tolerance and High-Stakes
Testing Funnel Youth into the School to Prison Pipeline," a report
that finds zero tolerance and high-stakes testing have turned schools
into hostile and alienating environments for many youth.

Seeding Success in Charter Schools (editorial)
Tom Toch, Phi Delta Kappan It's hard to overstate the hopefulness the nation brings to the
challenge of educating students living in the debilitating grasp of
urban poverty. To Oprah Winfrey, the SEED School of Washington, D.C.,
a 320-student public charter boarding school for 6th through 12th
graders that sends most of its graduates to college, is "a dream
come true." President Barack Obama called SEED "a true
success story" when he signed public service legislation before
an audience of dignitaries gathered at the campus last spring.
