Deeper Conflicts Emerge in First 5 Funding

Nearly 60 percent of the grants given by First 5 San Diego, a state agency that disburses tobacco tax money to fund programs that benefit children up to the age of 5, are going to organizations that employ members of its advisory committee. This is the latest in a series of stories raising questions about conflicts of interest among those who run the agency.
