Graduating from poverty by Steve Koehler Experts know a smarter work force will bring better jobs. Better jobs will lift people out of poverty and make them taxpaying citizens of the state instead of those who cost the state millions in assistance. There are thousands living at or below the poverty level in a seven-county area of south-central Missouri. It's part of the 8th Congressional District, one of the poorest districts in the country.
